The Issues That Drove the 2026 HFA Fly-In and Advocacy Summit

Setting the advocacy playbook for the rest of 2026.

The 2026 HFA Fly-In and Advocacy Summit on June 8-10 may have lasted only three days, but the issues on the agenda have long-term implications. The legislation and federal regulations that were the focus of the Fly-In reflect the industry’s highest priorities, and attendees had an opportunity to discuss these issues face-to-face with policymakers.

The prime mission was to establish physical activity as prevention infrastructure, which is well articulated in HFA Chief of Staff Mike Goscinski’s editorial, “America Has a Healthcare Solution Policymakers Are Ignoring,”

Legislation supported by the industry at the Fly-In included:

• Promoting Physical Activity Act (S. 2303 Promoting Physical Activity for Americans Act and H.R. 6121 Promoting Physical Activity for Americans Act).

• SECURE Data Act (H.R. 8413). This proposal would establish a national framework governing how businesses collect, process, share, and protect consumer information while providing individuals with clear rights over their personal data.

In addition, HFA launched Service Ready, an initiative that will provide US Armed Services recruits with pre-enlistment fitness access to participating HFA member fitness facilities ahead of basic training.

HFA also previewed its landmark white paper, From Weight Loss to Lasting Value: Structured Exercise and the Economics of GLP-1 Therapy. Produced by FTI Consulting’s Center for Healthcare Economics and Policy, this research quantifies the health and economic value of structured exercise in GLP-1 therapy. The white paper’s official release date is June 15, 2026.

Other issues, including the FTC’s negative option rule, Medicare and Medicaid policies, and more, were discussed at the Fly-In. We’ll have a full report in next month’s HFB.


Keynotes

Helping to inform and inspire Fly-In attendees were two keynote speakers who are at the heart of US health policy in the current administration:

Admiral Brian Christine, MD, the 18th assistant secretary for health at the US Department of Health and Human Services (HHS). In this role, he provides leadership on the nation’s public health priorities, including chronic disease prevention and efforts to strengthen the nation’s overall health.

Dr. Mehmet Oz, the 17th administrator for the Centers for Medicare and Medicaid Services, serving under the leadership of President Donald Trump and HHS Secretary Robert Kennedy, Jr. A professor emeritus at New York Presbyterian-Columbia Medical Center, Dr. Oz is also the recipient of nine Daytime Emmy Awards for his popular talk show.

HFA presented its inaugural HFA Heavy Lifter Awards recognizing members of Congress whose leadership has advanced policies supporting physical activity, prevention, and the health and fitness industry. This year’s honorees are:

Rep. Jason Smith (R-MO), Chairman of the House Ways and Means Committee

Recognized for his commitment to advancing business-friendly tax reform and longstanding efforts to expand HSA/FSA eligibility for physical activity expenses.

Rep. Jimmy Panetta (D-CA)

Recognized for his leadership on expanding HSA/FSA eligibility for physical activity expenses and his work to further integrate physical activity guidelines into federal government operations.
